Jose Maveli makes schoolchildren vow to kill all street dogs

HIRUVANANTHAPURAM: Even as illegal of killing of street dogs continues in Kerala, despite strict Supreme Court’s order against it, a few individuals and politicians hold a rally and conference at   Ernakulam Town Hall  on Thursday, making a call to the public and young school children between the ages of 6-16 to kill all street dogs in Kerala.

The event was also the state-level of inauguration of wanton culling of all street dogs in the State.  

The event was organised by Januaseva Sishubhavan chairman Jose Mavei, who in association with businessman Kochouseph Chittilappily has been fervently abetting killing of street dogs. Jose Maveli, who has a number of cases registered against him in this regard is out on bail, while Chittilappilly has been instigating people to kill all street dogs as part of his Street dog free movement. In the past he has offered up to Rs 50,000 as reward for killing dogs.

Shockingly, in today’s event Jose Maveli led the school kids to take oath to kill all street dogs, the video of which has surfaced (https://www.youtube.com/watch?v=FDOXn7Wvawc&feature=youtu.be).

“Oh God Give us strength to kill all street dogs… All street dogs are dangerous….,” he prompts the young children.

Speaking at the occasion, Chittilappilly called DGP a "joker", for his “soft” stand on street dog issue and said the State didn't need a non-Keralite as DGP. At the occasion, councillors and politicians who led the merciless killing and parading of dogs’ carcasses were also felicitated.

The Supreme Court on its October 4 order had clearly warned against killing of street dogs

Excerpts from the order -

"At this juncture, we have been shown certain photographs at the Bar which carries the caption “Kerala Politicians beat street dogs to death, hang them on a pole and take out a parade”. These photographs have been handed over across the Bar. A copy of the said news item has been handed over to Mr. V. Giri, learned senior counsel being assisted by Mr. Sasi, learned standing counsel for the State of Kerala. The photographs also contain a photograph where the dogs are lying dead with the caption 'Gils Periappuram posing with the culled dogs'. We do not intend to comment at the same at present. The learned counsel for the State of Kerala shall file the response within three weeks hence. Needless to say, the response shall indicate what action has been taken. The response shall be supported by the affidavit of the Chief Secretary of the State.

Needless to say, it will be an obligation of the State of Kerala to see that the orders passed by this Court are followed scrupulously and there is no public demonstration in the manner in which the photographs depict. Needless to say, we have said this without prejudice to the contentions to be raised of the State of Kerala."

Meanwhile, Kochi-based animal activists said, “This is completely disgraceful and unacceptable that the state of Kerala, its leaders and its law department have been unable to do anything substantial to stop this illegal mass murder dogs which go against the law of the land and is in clear violation of the Prevention of Cruelty to Animals Act, 1960, the Indian Penal Code and also the contempt of the Supreme Court of India which had ordered a complete stay on culling of animals. On November 2015 and on March 2016, the bench had also mentioned that stray dog issue occurred mainly due to` lack of proper implementation of animal birth control programmes and culling was no solution.”

A bench headed by Justice Dipak Misra had said in the November 18, 2015 order that “there can be no trace of doubt that there need to be compassion for dogs and they should not be killed in an indiscriminate manner, but indubitably the lives of the human beings are also to be saved and one should not suffer due to dog bites because of administrative lapse,”

The March 9, 2016 order stated that “If the Municipal Corporation or the local authority find it expedient to control street dog population, it shall be incumbent upon them to sterilize and immunise street dogs with the participation of animal welfare organizations, private individuals and the local authority.”
