MLAs' strike enters second day

THIRUVANANTHAPURAM: The Congress-led UDF Opposition Thursday boycotted the Assembly proceedings after the government refused to reconsider its agreement with private medical college managements on fee structure and admissions.

With the stalemate continuing, the agitation by five opposition MLAs over the issue on the foyer of the Assembly hall entered the second day.

MLAs Shafi Parambil and Hibi Eden (both Congress) and Anoop Jacob (KC-J) are on an indefinite fast while K M Shaji and N Shamsuddin (both IUML) are on a sit-in dharna to express solidarity with the three.

The Assembly witnessed noisy scenes after Speaker P Sreeramakrishnan refused leave for a motion moved by UDF for a debate on the matter, leading to adjournment for an hour.

The Speaker then convened a meeting of leaders of ruling and opposition sides to find an amicable solution to the deadlock in the House.

When the House met after the break, Sreeramakrishnan said that no consensus had been reached and took up other business slated for the day.

Leader of the Opposition Ramesh Chennithala then announced that in view of the government's "non-compromising" attitude, the UDF was boycotting the proceedings.

He also demanded that the government reexamine the fees structure.

Talks with speaker fail, opposition walks out

THIRUVANANTHAPURAM: The talks held between Speaker P Sreeramakrishnan and congress party leaders after the opposition UDF stalled the proceedings on the third day in the self-financing issue, failed. The opposition boycotted the proceedings blaming the government for supporting self-financing managements.

Talking to reporters outside the assembly, opposition leader Ramesh Chennithala said the government is not able to control the self-financing managements. Instead of solving the issue, they are trying to make it worse. There is a joint business between the government and the managements. There was only a minor increase in the fees during the tenure of the UDF Government but now a steep hike is seen. The strike will continue till it is reduced.

The future programmes of the strike will be decided at the UDF meet to be convened in the afternoon. Where have the SFI and the DYFI organisations who staged protests over the issue, gone. We are keen in knowing the stand of the CPI on it, he said.

Hartal: Human Rights Commission files case

THIRUVANANTHAPURAM: State Human Rights commission has filed a case over observing hartal in Kerala on Wednesday. Opposition leader Ramesh Chennithala, DGP Loknath Behera, chief secretary S M Vijayanand are parties in the case.

The case was registered based on a complaint filed by social worker P K Raju, pointing out that former home minister Ramesh Chennithala, who had tabled Kerala Regulation of Hartal bill, himself had called for hartal.

Commission acting chairperson P Mohandas has ordered that within one month, the chief secretary and DGP should give explanation on the steps taken by the government to face the problems caused to the public due to hartal. The case will be considered in October.

As per the conditions in the draft bill, the political party holding hartal should inform the public about it three days ahead of the hartal day, through media. The party should also deposit an amount as caution deposit to be used it as compensation, if need be.  Moreover, people should not be forced to observe hartal. Why Cong restless when bribery is ended in self-financing colleges, asks Pinarayi

THIRUVANANTHAPURAM: Chief Minister Pinarayi Vijayan has said his government has been able to end bribery in self-financing college admission. “I was wondering why this Congress men are discomfited over putting an end to this bribery in college admissions and ensuring merit system,” he asked at a press conference here on Tuesday.

“The government has helped poor students get more seats at low fees. The UDFwhich had given opportunities to managements to charge exorbitant fee according to their whims and fancies have now come out in protest. They have to clarify for whom they are taking the current stand. According to the agreement with the management, the number of merit seats has increased from 800 to 1150. It was also ensured that the admission to management seats should be done on merit basis. In the past, managements have taken up to Rs 8 lakh for a seat and now it has come down to Rs 25000. This system has been accepted by both students and parents. It is natural for people who don’t agree with this to feel restless. Such people are messing up Assembly proceedings,” the chief minister explained.

Pinarayi said the Opposition was not ready to give explanation after giving notice for adjournment motion regarding the issue. “This means they didn’t want answer for questions in the issue. Chennithala and his MLAs decided beforehand that there should not be answer session and hence they messed up the whole proceedings,” he added.

Black flags: I just expressed my feeling, says CM

THIRUVANANTHAPURAM: Chief Minister Pinarayi Vijayan said that his statement that those who waved black flags at him were rented by channels was just his feeling. I saw come cameramen running from the left side when I was coming out from the Secretariat’s Cantonment Gate. On the right side, I saw some youth congress activists’ running with black flags, he said while addressing the media.

There are some shrewd fellows amongst the cameramen. They have showed many tactics earlier. As that feeling was in my mind, I said those rented by the channels showed the black flags at me. I said that in the assembly also. If the congress says that the black flags were shown by the congress then there is no dispute in that. I had never criticized the media, he said.

Grenades were not thrown at the venue of the youth congress agitation. The police may have used teargas shells to disperse the agitated activists. The smoke from it may have reached the venue. Nobody can stop wind. Youth congress state president Dean Kuriakose and vice president C R Mahesh may have felt uneasiness at that time. The police took them to the hospital. I think nobody has forgotten that C Divakaran and V S Achuthanandan felt uneasiness when grenade was used during the tenure of the UDF Government, he said.

SC doesn't intervene in state’s medical entrance

NEW DELHI: The Supreme Court did not intervene in the medical and dental admissions of the state. The court said they are not intervening as the admission procedures for the course have been completed. The admissions were held with the permission of the government. A division bench of the court clarified that if they intervene again it would affect the students’ future. Meantime, the apex court cancelled the provision of the high court verdict permitting managements to conduct admissions on their own.

The court who directed to implement unified counselling in vacant seats stated that the high court can decide things related to that. A division bench led by Justices A K Sikri and Nageswara Rao passed the verdict on centre’s plea seeking cancellation of the High Court order permitting private self-financing medical colleges to hold counselling for admission to medical seats on their own. Meantime, private managements informed the Supreme Court that admissions have been completed.

Meanwhile, the Supreme Court directed for combined counselling for all unfilled medical seats in Maharashtra. Deemed universities have been exempted from it this year. The order was passed on centre’s plea against the order of Bombay High Court order permitting private medical colleges in Maharashtra to conduct admissions on their own.

Three UDF MLAs begin indefinite fast at Kerala Assembly

THIRUVANANTHAPURAM: Stepping up their protest against the LDF government over fees hike in private medical colleges in the state, opposition UDF members Wednesday forced adjournment of the Assembly for the second day today even as three of their members began an indefinite fast in the legislature complex.

Shafi Parambil and Hibi Eden (both Congress) and Anoop Jacob (KC-J) commenced the fast at the portal leading to the Assembly hall. K M Shaji and N Shamsuddin (both IUML) also started a sit-in dharna at the doorstep of the House expressing solidarity with the fasting young MLAs.

Former chief minister Oommen Chandy, Leader of the Opposition Ramesh Chennithala and other UDF MLAs also joined the protest against the agreement reached between the CPI-M led government and the self-financing colleges on fees and admission policy.

Amid the fast and dharna, the other opposition members, who came with placards and banners demanding scraping of the agreement, trooped into the Well of the House and encircled the Speaker's podium raising slogans as the proceedings began.

They were also protesting against the police action against Youth Congress activists in front of the Secretariat here yesterday and also demanded withdrawal of the controversial statement by Chief Minister Pinarayi against the YC stir.

The House also witnessed heated arguments between the Opposition and the treasury benches when Speaker denied permission for Chennithala to speak during the Question Hour, citing Assembly rules.

When the Zero Hour began, Chennithala asserted the opposition would not allow the government to go ahead with the present agreement reached with private college managements.

Terming as "arrogant" the attitude of the government on the issue, he said "this will not be accepted at any cost."

He also wanted the government to take steps to end the "exploitation" of students by the self-financing college managements.

Referring to the statement by Vijayan that those who waved black flags against him as part of the YC protest were "hired by TV channels", Chennithala said this remark should not have been made by a person holding the position of Chief Minister.

As the protest continued even during the Zero Hour and the Opposition members not going back to their seats, Speaker P Sreeramakrishnan took up the other business of the days' agenda without debate and adjourned the House for the day.

This is the second consecutive day the Assembly was being adjourned ahead of schedule following Opposition protest over the private medical college issue.

Meanwhile, Kerala Union of Working Journalists today took strong exception to the controversial statement of Vijayan and said the remark was "unfortunate" and "imaginary".

The three MLAs are continuing their fast despite the adjournment of the assembly.

Not working according to anyone’s wish, says Speaker

THIRUVANANTHAPURAM: Speaker P Sreeramakrishnan has countered Opposition leader Ramesh Chennithala’s allegation that he was working as per the instruction of the chief minister. “Speaker is not working to as per the wishes of the ruling front or the Opposition,” he said.

Chennithala had alleged that the Speaker was no ready to accept the rights of the Opposition and he was worked according to the chief minister’s eye gestures.

“The Speaker abides by rules. It is unfortunate that the Opposition is dragging the assembly proceedings to the street even as the speaker is not functioning against rules. Sufficient time is allotted to the Opposition leader in the assembly.  During the question and answer hour other activities are not allowed. Even during the terms of previous governments, the Opposition leaders were given time to talk during answer sessions. As this is the case, it is not right to spread wrong impressions. In future also, all the rights of the Opposition will be protected,” the Speaker explained.

Two has informed to produce proofs against Mani, vigilance tells court

KOCHI: The vigilance has filed an affidavit in the high court stating that more evidences have been obtained against former finance minister K M Mani in the bar bribery case. Two witnesses have informed to produce proofs against Mani, the vigilance said this in reply to Mani’s plea seeking quashing of the FIR as the case against him was politically motivated.

The statement of these witnesses were registered earlier. They informed the vigilance that they have some new evidences with them. In addition, one more advocate has levelled a complaint against Mani. A probe is on into it. A case has been registered against Mani on the basis of the witnesses’ revelation. If a further probe has to be conducted, a case should be registered. The vigilance informed the court that the vigilance director has the right to register a case.

The case will be considered again on October 2.

Speaker failed to protect interests of opposition, says Chennithala

THIRUVANANTHAPURAM: Opposition leader Ramesh Chennithala came down heavily on Speaker P Sreeramakrishnan. Like the ruling front, the opposition too has rights in the assembly, he alleged. Talking to reporters here after the assembly was adjourned, he said the speaker’s act not allowing the opposition leader to speak was not right.

Chief Minister Pinarayi Vijayan continued his brazen attitude today also. The speaker supported this stand. The speaker has become a puppet in the hands of the chief minister. During the tenure of the UDF Government, the then opposition leader V S Achuthanandan had spoken six times during question hour. However, I was not permitted to speak, blamed Chennithala.

The chief minister has the stand which is full of insolence and arrogance. The government has stooped before the self-financing managements. The chance of the poor students to study is being spoiled. Health Minister K K Shylaja has now turned a minister who signs as per the demand of the managements, he said.

Assembly adjourned again, oppn MLAs begin fast

THIRUVANANTHAPURAM: The Kerala Assembly was adjourned Wednesday for the second consecutive day following disruption of assembly proceedings over the strike staged by youth congress against the fee hike in self-financing colleges.

As part of UDF taking over the strike staged by youth congress, Congress MLAs Hibi Eden, Shafi Parambil and Kerala Congress (J) MLA Anoop Jacob have started an indefinite fast at the entrance of the assembly complex. Expressing solidariy, Muslim League MLAs K M Shaji and N Shamsudee have also joined the fast. Opposition leader Ramesh Chennithala while talking to reporters said the government should not think that they can suppress our protests via grenade and tear gas shells.

The opposition started disrupting the assembly proceedings when the session was convened in the morning. The opposition holding placards shouted slogans in front of the speaker’s dais as soon as the question hour began. They protested seeking to repeal the fee hike and expunge the chief minister’s remark. Though the speaker requested the members to calm down, they did not pay heed to it. Speaker informed that opposition leader would be permitted to make a statement during zero hour. However, they continued shouting slogans. The question hour continued without any obstacle amidst the uproar.

Even after the end of the question hour, the uproar continued and it was difficult to continue the proceedings. The ruling front tried to disrupt when Chennithala spoke. He later alleged that they switched off his mike. He complained to the speaker that they did not permit him to speak.

Speaker P Sreeramakrishnan informed that the assembly is being adjourned when the opposition continued their protests again. They later moved to the entrance with banners and shouting slogans.

Self-financing: UDF-LDF hand in glove

THIRUVANANTHAPURAM: Former BJP State president V Muraleedharan has alleged that the ongoing UDF strike against fee hike in self-financing colleges was just to hoodwink the public.

“This is their ploy to help managements. The Supreme Court had maintained that admission to medical seats can be done only through the counselling under government guidelines. The court had asked to cancel admissions done against this direction. The SC had also issued a similar order on May 2,” he said.

Muraleedharan alleged that the State government had deliberately hushed up the SC order in the high court. Though an HC order had come favouring self-financing managements, the government didn’t go to the Supreme Court against it.

Soon the opposition trooped to the well of the house and protested.

The chief minister continued his speech amidst the uproar. Whoever creates a commotion, I’ll say what I have to say. Coming with banners in the assembly is to get media attention. The leaders said the talks failed as the government was not willing to roll back the fee hike and change the conditions in the agreement made with the managements.

The minister said the youth congress was making impractical demands and neither the students nor parents have opposed the fee hike.

Even the government didn't accept the leaders' demand for reducing fee in Pariyaram Medical College run by it.

KOZHIKODE: BDJS Sate president Thushar Vellapally has been elected the convenor of National Democratic Front (NDA). The decision was taken in the NDA leadership meet held in Kozhikode.

Earlier, BDJS had demanded the convenor post of the Kerala unit of the NDA but the decision was not taken as it was opposed by the BJP.

But the present decision came after Amit Shah intervened and the State BJP leadership gave in to his recommendation.

Moreover, Shah and the party insiders evaluated that rejecting BDJS’ demand would be a setback to the BJP-BDJS alliance, as the BDJS had been openly saying that the BJP didn’t keep its promise.

A consensus was also reached in the meeting to expand the functioning of NDA’s Kerala Unit and extend it to grass root level.

Poultry bribe: Proofs against Mani produced in court

KOCHI: The condition of former finance minister K M Mani has worsened after the vigilance produced proofs against him in the case of granting tax concessions to a poultry company, in the Kerala High Court.

As only the chief minister has the right to impose fine in cases above 5 lakh, a stay was imposed on Mani’s order for a fine of 64 crore. He wrote in the file imposing a stay on the fine and later handed over the file to the revenue minister. The tehsildar in Mukundapuram having recovery charge was informed about the stay. Treat Muslims as your own, PM tells BJP meet

KOZHIKODE: Contending that the definition of secularism has been distorted, Prime Minister Narendra Modi Sunday invoked Jan Sangh ideologue Deendayal Upadhyay to say that Muslims should be treated as "your own" rather than seeing them as "items of vote market".

Addressing the BJP Council meeting here, he said his government's mission of 'sabka sath, sabka vikas' is not a political slogan but a commitment to ensure welfare of the last man in the society.

In his speech, Modi spoke at length about secularism, balanced and inclusive growth and need for electoral reforms while paying tributes to Upadhyay on his 100th birth anniversary.

"These days, the definition has been distored. Even nationalism is cursed these days," he said.

While talking about life and contribution of Upadhyay, Modi quoted him as saying, "don't reward nor rebuke Muslims. Empower them. They are not items of vote market nor are they substance of hate. Treat them as your own."

At the conclusion of the two-day BJP conclave here aimed at making inroads in Kerala, the Prime Minister traced the party's journey from the days of Jan Sangh and asserted that "we never compromised with our ideology".

He said if the BJP had compromised with the ideology, it could have attained power long back.

Modi slams attacks on BJP, RSS workers in Kerala

KOZHIKODE: Condemning the attacks on BJP and RSS workers in Kerala, Prime Minister Narendra Modi Sunday said they were being targeted for their different ideology which cannot be allowed in a democracy and pitched for a nation-wide debate on the issue.

Paying homage to those killed in political violence, Modi, who released a book 'Ahuti' detailing the "sacrifices" of workers in "upholding the ideals" of Sangh organisations in Kerala, said, "I have seen the condition of some workers here and with how much difficulty they are working just because we have a different ideology."

Referring to BJP-RSS workers who were targeted in the state, he urged media to take out time to go through the contents of the book.

Though he did not name any outfit, BJP, including its chief Amit Shah, have blamed the CPI(M) for attacks on its and RSS functionaries.

Modi also met a party worker who was seriously injured and spent three months in hospital.

"This (violence) is not the road to democracy.

The Aahuti book must be discussed ...     Kerala party workers have made huge sacrifices ... national level discussion should take place on what is happening in Kerala," the Prime Minister said, while inaugurating the birth centenary celebrations of Deen Dayal Upadhyaya.

Earlier, inviting Modi to release the book at party's national executive, party Organisational General Secretary Ramlal claimed 89 BJP-RSS workers have been killed by the political opponents particularly by Marxists and in rest of the figures are higher.

The book, conceived and edited by Sanju Sadanandan and Nirupaka B, alleged that communists indulge not only in "unbridled violence and bloodshed for furthering their thoughts of vengeance buy resort even to the dilution of anything which can remotely be termed as their ideology".

The book was released at the meet attended by around 1700 party leaders who arrived here from different parts of the state.

"For several decades Sangh and BJP workers sacrificed their lives for the cause of the nation and ideology.

"The whole nation is shocked by this political violence," BJP president Amit Shah wrote in his message in the book.

Shah alleged that the Communists unleash violence in the state as their ideology and politics are rejected by the people of the country.

"It is a well-known fact that communists have never tolerated any democratic opposition.

"They only know language of violence and indulge in it more so when they are in power," party's Kerala state President Kummanam Rajasekharan alleged.

The book narrates events of "Marad Massacre" in 2002 and 2003 in which some RSS-BJP workers were killed by fundamentalists.
