THIRUVANANTHAPURAM: The chief minister came to the fore responding to the allegations against the government’s extravaganza. Chief Minister Pinarayi Vijayan said the helicopter is taken for rent for security purposes and disaster prevention.
Most of the states in the country have helicopters or an aircraft. The center has also purchased planes when they have Air Force planes for security. The chief minister said that this may be necessary. The chief minister said this during his weekly programme. He also justified bringing lawyers from outside. It is the responsibility of the government to properly defend a case when it comes in the high court or Supreme Court. Important lawyers have to be appointed for it. The UDF Government have taken such steps, the chief minister said.The chief minister explained that the salary or allowances paid to a senior officer are not paid to all his advisors. The chief minister also criticized the teachers for burning government's order for a pay cut. The chief minister said the students of the school had replied to the act of their teacher who spearheaded such an action.

THIRUVANANTHAPURAM: The Left government in Kerala on Tuesday said it was yet to take a final decision on setting up metropolitan police commissionerates in the state and it would be implemented only after a consensus emerges on the issue.
Under the metropolitan system, police commissioners will have magisterial powers like District Collectors.
Chief Minister Pinarayi Vijayan informed the state Assembly that the proposal to set up the commissionarates in Thiruvananthapuram and Kochi was under consideration, but the LDF government was in no hurry to implement it.
The chief minister's statement comes days after CPI, the second largest coalition partner in the Left front, had reportedly come out against the government's decision to give magisterial powers to police.
When the opposition created a ruckus in the House over the issue, Pinarayi said similar commissionerates had already been functioning in 44 cities across the country and its objective was to strengthen the law and order system in urban areas.
Turning the tables on Congress-led UDF members, Pinarayi said his government had not taken any new decision in this regard and the proposal was the "policy decision" of the previous Oommen Chandy government.
"We are yet to take a final decision on the police commissionerate system. It will be done only after taking into account the peculiar circumstances in Kerala and holding discussions and evolving a consensus," the chief minister said while replying to a notice for an adjournment motion.
Even if the commissionerate system is implemented, the government has no plan to grant police the powers to detain people under the Kerala Anti-Social (Activities) Prevention Act (KAPA), he said.
Seeking notice for the motion, Congress legislator V T Balram said the commissionerate system would give "undue powers" to the police, which would result in the curtailing of basic human rights of common people.
"What will happen if the police get power to carry out inquest in the case of a custodial death...?
What will happen if the officials, notorious for human rights violations, get the enhanced powers,?" he asked. Alleging that the government was setting up the new system out of pressure from the IPS lobby, Balram also said even the Law Department had objected to the decision, stating that Thiruvananthapuram and Kochi did not have the requisite population of 10 lakh each to establish the commissionerates.
Quoting official records, he said police personnel were involved in 23 murders during the tenure of the present government and over 60 officers were accused of custodial torture.
Opposition leader Ramesh Chennithala said the Congress government had decided not to establish the commissionerate system, considering the opinions of human right activists and the then opposition leader V S Achuthanandan.
The opposition members later staged a walkout as Speaker, P Sreeramakrishnan denied permission for the adjournment motion based on the reply of the Chief Minister.

Nipah: No need to panic, should be ready to face any situation, says Pinarayi
THIRUVANANTHAPURAM: Chief Minister Pinarayi Vijayan Monday said precautionary measures have been taken in the situation of expressing suspicion on the presence of Nipah virus on the youth undergoing treatment in Ernakulam. The government is scrutinising the present situation. The chief minister demanded to strictly follow the directions instructed by the health department.
There is no need to panic. Be vigilant. The health department should be ready to face any situation. Fake movements via social media on the virus should not be made, he said.
Meantime, Health Minister K K Shylaja said the presence of the virus is suspected on the youth undergoing treatment but need not panic. More test results are to be obtained. The result from Pune Virology Institute is awaited, she said.

THIRUVANANTHAPURAM: Coastal intelligence wings have been formed in eighteen coastal police stations as part of security beefing up in the coastal areas of the state, Chief Minister Pinarayi Vijayan informed the assembly.
There is boat patrolling with the cooperation of fisheries department and marine enforcement in coastal sectors. Coast guard vigilance panels have been formed including the residents of coastal areas in order to strengthen coastal security. After giving training to 200 persons, they will be appointed in police stations of coastal areas, he said.
The coastal areas of the state were put on high alert after an intelligence report said 15 Islamic State terrorists had set off from Sri Lanka for the Lakshadweep islands on boats.
Soon after the alert given, state police chief Lokanath Behera held talks with high officials of various security agencies.

Exit polls have gone wrong in past, will win big, says Pinarayi
THIRUVANANTHAPURAM: Chief Minister Pinarayi Vijayan on Monday dismissed exit poll findings, saying they could go wrong and added the CPI-M-led Left was going to win big in the state.
All exit polls, barring one, have predicted that the CPI-M-led LDF is going to take a severe beating in the southern state, with around five of the total 20 seats. The predicted numbers are down from the eight seats the party has at present.
"Let us now wait for May 23. Don't you know that previous exit polls have gone haywire? What did they say in 2004, that the BJP-led NDA would return to power? Did they come?" asked Pinarayi.
"We have no doubt about Kerala. We are going to win big. Sabarimala was not at all an election issue," a confident Pinarayi told the media, hours after he returned from a European tour.
CPM state secretary Kodiyeri Balakrishnan too insisted on his party winning 18 seats, while the Congress-led UDF continued to say they were aiming for a clean sweep.

Govt is trying to build a new Kerala, says Pinarayi
GENEVA: The state government is trying to build a new Kerala, said Chief Minister Pinarayi Vijayan. The aim is to create Kerala's eco-friendly rehabilitation affected by the floods, the chief minister said while addressing the World Reconstruction Conference organized by the United Nations in Geneva.
The government has taken the challenge of rebuilding Kerala in a better way. The government is not planning to restore the Kerala seen before floods instead a new Kerala able to cope with future ecological disasters would be rebuild.
Kerala has not faced any strong natural disasters in the past 90 years. However the floods witnessed in August 2018 created a big challenge for the government and the public. Floods claimed the precious lives of 453 people in the state.
Kerala faced the floods with determination and the intervention of fishermen in a time bound manner helped in saving the lives of many, he added.

PSC looks down on Malayalam, says Pinarayi
THIRUVANANTHAPURAM: The situation is that the Public Service Commission (PSC) looks down on the Malayalam language, said Chief Minister Pinarayi Vijayan. There is no other place where one can graduate without studying their mother tongue. The study of Malayalam language should be made compulsory in the State.
Talking at the 60th anniversary celebrations of Kerala Piravi in the assembly, he said the formation of a state on the basis of language rose even before independence and many who voiced the demand later withdrew from it.
Potti Sreeramulu who sacrificed his life for the formation of Andhra Pradesh for Telugu speaking people paved the way for formation of states including Kerala. Keralites should thank Potti Sreeramulu for making the State a reality.

Special team to tackle goons, says Pinarayi
THIRUVANANTHAPURAM: Chief Minister Pinarayi Vijayansaida political cover will not be arranged for goons in the state. A special police team will be entrusted to tackle them, he informed the assembly. The chief minister said this while replying to the notice for the adjournment motion demanding a discussion on the rise in goon attacks.
The government will not protect goons in any form and even if the person is close to me, it would be the same. The government will not compromise in that, he said.
P T Thomas who sought permission for the motion said the life and property of the people are in danger due to the goonda attacks. He alleged that the attacks witnessed in Kochi has links with Kannur.
Goons are letting loose terror in the state, said opposition leader Ramesh Chennithala. Kerala is like Thiruttu Gramam. Due to the competition between the police, they are not able to nab goons, blamed Chennithala.

The LDF Government will not protect any tainted ministers like the UDF. Jayarajan resigned in order to uphold values. It will be difficult for the opposition to approve it, he said.
However, V D Satheesan who sought permission for the adjournment motion said it is hard to believe that the chief minister was not aware of the appointments. His argument is against logic, he said.
Meantime, speaker denied permission following chief minister’s explanation. In protest against it, the opposition walked out of the assembly.

THIRUVANANTHAPURAM: Sending a strong message against corruption, Chief Minister Pinarayi Vijayan Friday said "fraudulent conduct" by police personnel would not be tolerated.
"Police should never succumb to corruption. We cannot allow a situation in which the fence itself eats the crops. A corruption-free policing system is essential for the state," he said at the passing-out-parade of police personnel, who had completed training at the Special Armed Police Camp here.
Corruption should be done away with, just like the third degree torturing method, Vijayan said.
He said stern action would be taken against those indulging in criminal activities.
The strength and infrastructure facilities of the state police force would be increased, the chief minister said.

Pinarayi said that he was not aware of the appointment of her daughter-in-law in the personal staff. Sreemathy Teacher had posted in her Facebook page that her daughter-in-law was included in the personal staff with the consent of the party and her appointment was later cancelled. She later withdrew her statement from the Facebook.
Pinarayi said that on the basis of the party’s assessment that the appointment was wrong, it was withdrawn. A minister has the right to appoint three persons. Meantime, it is not necessary for the party to know who all they are. Giving her promotion was found to be improper. Following that, her appointment was cancelled, the then party secretary Pinarayi said.
Meantime, when asked whether the issue has stained the image of the government, senior leader V S Achuthanandan said ‘yes’. However Pinarayi said that it was the opinion of the UDF. Criminal cases were registered against him during the tenure of the previous government. Notices were sent many times asking him to appear in the court. As he failed to appear, letter was sent to the speaker and he in turn has sought legal advice. It is hinted that he has obtained legal advice that permission is needed for the arrest only if the session is on.

UDF’s liquor policy a farce, says Pinarayi
THIRUVANANTHAPURAM: While the Congress-led UDF government has announced that prohibition will be in force by 2023, the opposition CPI-M has made it clear that they will not have any such policy if voted to power.
Speaking to reporters here, CPM politburo member Pinarayi Vijayan termed the liquor policy of the Oommen Chandy government a farce.
"Our policy is quite clear and we are interested and committed to bringing down the liquor consumption in the state. We do not subscribe to the policy of achieving prohibition," said Pinarayi.
Pinarayi also expressed confidence that the CPI-M-led LDF will win over 100 seats in the May 16 assembly polls.
"See, once the results are announced and we are invited to form the government, we will sit down to elect our leader. There are many of our leaders who are fit to become the chief minister," said Pinarayi, who in all likelihood would be chief minister should the LDF romp home.
He said the one reason why the LDF is set to return to office is that people in Kerala are "fed up" with the present Congress-led dispensation which, he said, is "just interested in engaging in corrupt practices".
"The people of Kerala are just waiting for the election day to express their anguish over the present government which has been a disaster. All of them want a change," said Pinarayi.
On the recently-formed BDJS -- the political outfit of Hindu Ezhava leader Vellapaly Natesan -- joining hands with the (BJP, Pinarayi said it will not have any impact. He added that "the disconnect between the two has now surfaced" with regard to the policy of reservation.
"While Prime Minister Narendra Modi says the policy of reservation would be there for SCs and STs Community, the RSS is clear that there need be no reservation at all. But Vellappally demands reservation, so there is confusion galore," he said.
"Chandy thought this new alliance will benefit them as Natesan will eat into the Ezhava votes while he kept silent. But during the recent local body polls, this came a cropper, and hence we know for certain this is not going to have any impact," added Pinarayi.
Asked about the relationship the CPI-M has recently struck with the Congress party in West Bengal, Pinarayi said the Congress party's presence there is hardly of any significance. He said he was not aware of any electoral tie-up and added that it has no significance for the polls in Kerala.
In reply to a question, Pinarayi said the resolution passed against V S Achuthanandan for his indiscipline last year still stands, but his contesting the polls need not be linked to the resolution.

He said the one reason why the LDF is set to return to office is that people in Kerala are "fed up" with the present Congress-led dispensation which, he said, is "just interested in engaging in corrupt practices".
"The people of Kerala are just waiting for the election day to express their anguish over the present government which has been a disaster. All of them want a change," said Pinarayi.
On the recently-formed BDJS -- the political outfit of Hindu Ezhava leader Vellapaly Natesan -- joining hands with the (BJP, Pinarayi said it will not have any impact. He added that "the disconnect between the two has now surfaced" with regard to the policy of reservation.
"While Prime Minister Narendra Modi says the policy of reservation would be there for SCs and STs Community, the RSS is clear that there need be no reservation at all. But Vellappally demands reservation, so there is confusion galore," he said.
"Chandy thought this new alliance will benefit them as Natesan will eat into the Ezhava votes while he kept silent. But during the recent local body polls, this came a cropper, and hence we know for certain this is not going to have any impact," added Pinarayi.
Asked about the relationship the CPI-M has recently struck with the Congress party in West Bengal, Pinarayi said the Congress party's presence there is hardly of any significance. He said he was not aware of any electoral tie-up and added that it has no significance for the polls in Kerala.
In reply to a question, Pinarayi said the resolution passed against V S Achuthanandan for his indiscipline last year still stands, but his contesting the polls need not be linked to the resolution.
