Govt brings guidelines for appointments in schools

 Thursday, September 29, 2011: State government said it would introduce new guidelines for appointment of teachers in government-aided private schools.

After a cabinet meet, which approved a comprehensive ”Teacher’s package” to end the system of ”protected teachers” in the state, Chief Minister Oommen Chandy said all new postings in aided schools should have prior sanction and recognition of the government.

The new system would no longer recognise any new appointment with the approval of the District Education Officer and the school manager, Chandy said adding “this system has come to an end”.

“We are not taking away any rights of the management. But, henceforth all appointments would be made only with the concurrence of the government,” Chandy said.

The system of ”protected teachers”, those without work and unable to get salary due to division fall following shortage of students, would also come to an end.

As per the new package, all teachers would get salary. A total of 3,389 teachers, who were not receiving salary but their postings were approved, would be sanctioned appointment from June 1.

“They would also get salary from that date,” he said adding it was also proposed to set up a teachers” bank with those who lost jobs due to division fall, he said.

Seniority list of about 5,000 protected teachers would be finalised soon and they also would get appointments and salary, he said.

The new package fixed the teacher-student ratio as 1:30 in primary schools and 1:35 in Upper Primary schools.
