Cabinet approves amendments in Kerala Administrative Service rules

THIRUVANNATHAPURAM: The Cabinet has decided to issue notification incorporating the amendments in Kerala Administrative Service rules that was submitted by the Law department after thorough scrutiny.

The amendment approved includes application of reservation principles in all three streams of recruitment. Earlier, reservation principle was applicable only to stream one.

Based on the amendments, the reservation facility will be provided in direct recruitment, appointment to non-gazetted posts by effecting transfers of existing personnel and the third for filling gazetted posts through redeployment.

Earlier, in the initial KAS rules order, the reservation was restricted to the 'direct stream' and there was no reservation in second and third streams where recruitment was made by transfer.

People’s representatives and several organisations had given memorandum to the government to make reservation applicable to second and third streams. It was then that decision was made to make amendments in accordance with Advocate General’s legal advice.

The Cabinet also accepted the terms of reference put forth by Retired Justice K Narayana Kurup Commission, which is probing the custodial death of Idukki Kolahala mettil Rajkumar. It was pointed out that any flaw from the part of any government official or others should be found out. Recommendations for avoiding such incidents in the future should also be submitted.
