Incomplete database may delay Revenue Land Information System

THIRUVANANTHAPURAM: The online facility for land transactions in the state, Revenue Land Information System (RELIS), will be delayed as the common database is yet to be completed following stiff opposition from the document writers.

 The State Government has taken steps to check the fraudulent land deals by computerising the village offices and started preparing the databank. RELIS of land transactions for the past 20 years has been completed in 573 villages and the old documents are yet to computerised. 

As part of the efforts, computerisation of village offices in Palakkad district was inaugurated by Revenue Minister Thiruvanchoor Radhakrishnan recently where RELIS has been completed. However, the actual benefit of the facility will be achieved only after the completion of the common databank. Sources in the Registration Department said that the system would be operational only after the facility becomes online.

In the present circumstances, it will take a long-time and there is pressure from the document writers not to go online as they will be left jobless if the  transfer of registry (pookkuvaravu) is computerised. Transfer of registry cannot be implemented in a phased manner as the data is incomplete at the village offices. After collecting all the details and making village offices online could only lead to checking the fraudulent land deals. Thiruvanchoor Radhakrishnan told Express that data collection in Palakkad and Kannur districts had been completed. Computerisation and online facility at all the other 12 districts had been included in the Union Government scheme. ``Online facility has been included in the E-dit scheme of the Union Government for which the fund will be released soon. However, the efforts to complete the data of land documents will be continued in all village offices in the state,’’ he said. 

The Minister said that already a software had been developed for the village offices which could be linked to Revenue and Registration Departments. As soon as the State Government receives the fund, the computerisation and online transfer of registry will become a reality, he said. The government has decided to make it mandatory for the revenue officials to forward the applications online for transfer of registry. 

This will ensure that the land registration will be reflected in the revenue records. According to the Transfer of Registry Rules 1966, in all the village offices coming under the National Land Records Modernisation Programme (NLRMP), the applications should be forwarded online for effecting the transfer of registry. The facility will ensure that there will not be encroachment on any government land.
