Right to services Act draft bill approved

Friday, September 02, 2011: The Kerala cabinet today approved in principle the draft bill for the proposed Right to Services Act. Chief Minister Oommen Chandy said the bill would be finalised after detailed discussions with service organisations.
The bill had provisions for reaching services of the government to different sections of society in an effective manner. The Act would be implemented after taking government servants into confidence and with their co-operation, he said.

He said as part of the UDF government’’s policy of transparency in administration, it was decided to protect those who detect corruption and inform the authorities. The cabinet approved in principle the ”whistle blower policy” of the Chief Vigilance Commission.
A four-member panel would be set up to formulate a detailed project for the purpose, he said. The cabinet also decided to conduct financial and social pre-audit before implementing major projects with an investment of more than Rs 250 crore.
The state Planning Board had been authorised to conduct the audit, Chandy said.
To a question on Wikileaks cables embarrassing the CPI-M and IUML in the state, he said IUML leader and minister M K Muneer had denied that he had talked against his own party leader to US diplomats.
