NEW DELHI: Union Women and Child welfare minister Menaka Gandhi said KAAPA (Kerala Antisocial Activities (Prevention) Act) should be invoked against persons who illegally kill dogs again and again. “The DGP should take necessary action for this. KAAPA can be invoked against a person if he commits the same offence five times. The act can be invoked if a person illegally kills street dogs, come out on bail after paying a fine of Rs 50 and again goes on killing them,” she told media persons.
Menaka Gandhi said Chief Minister Pinarayi Vijayan had stated that he is against mass culling of dogs. And hence, the chief minister should take necessary steps to ensure that the street dogs are not killed. "The chief minister should open his mouth. Those who kill dogs today will kill cattle, women and children tomorrow. They will not feel remorse for killing."
Making an unveiled attack on Kochouseph Chittilappilly, a rich business man in Ernakulam, Menaka said certain businessmen, who are criminals are behind the killing of dogs. “They are people with mental abnormality. They are trying to become heroes by killing dogs,” she said and quipped, “actually who is ruling Kerala, is it’s the LDF government or such businessmen?”
Meanwhile, unrepentant Chittilappily arrogantly said, he would continue the killing of dogs.
