Speaker issues ruling against V T Balram for posting Bill in Facebook

THIRUVANANTHAPURAM: Assembly Speaker G Karthikeyan Monday issued a ruling against MLA V T Balram, who posted a private member's Bill on Facebook. In his ruling, the Speaker said 'the MLA had posted the exact copy of the Bill that was to be tabled in Assembly in Facebook and sought public opinion. The MLA's action was violation of privilege and the rules of the Assembly.' 'As Balram is a new member in this Assembly, no action will be taken against him,' he warned.


The bill, being moved by MLA, is aimed at the formation of an authority to protect the nurses and paramedical staff working in private hospitals in the state. He posted his draft bill on Facebook, inviting all to respond to the initiative. The draft was also posted on a Google group in which he is an active member. Balram also said he hoped to incorporate all valuable suggestions when the Bill is finally presented during the next session in May.
